Safety Management System

The main activity of the State Enterprise “Air Traffic Services Authority” – BULATSA, according to the Civil Aviation Act, is to provide air navigation services to ensure safety, efficiency and expediency of flights in the airspace served.

The maintenance of high levels of safety in the ANS provision is a major priority of BULATSA as an organisation – air navigation services provider.

The Safety Management System (SMS) is an integral part of the overall management system of BULATSA and covers all activities for the provision of air navigation services that are within the competence of BULATSA. The Safety Management System aims to ensure a comprehensive, consistent and preventive approach to achieving, ensuring and maintaining a high level of safety. The SMS is documented in:

• Safety policy;
• Just Culture Policy as a part of the Safety Culture;
• Safety program;
• Safety manual containing precise descriptions of the procedures and methods used within the SMS;
• Job descriptions of the personnel.
