Delivery and commissioning of voice and video recording and playback systems, and services related to the integration of the systems into an operational environment

BULATSA operates Voice and Screen Recording and Replay Systems (VSRRS) that provide continuous 24/7 recording of voice communications and the controller working positions (CWP) displays. These recordings are a key tool for investigating aviation incidents and analyzing special situations, ensuring high safety and efficiency of air traffic management. At present, such VSRRS systems are in operation at all ATC centers across the country (Sofia, Varna, Burgas, Plovdiv, and Gorna Oryahovitsa). As their operational life cycle is reaching its end in the 2026–2027 period, a phased replacement and modernization is planned. In addition, during 2026–2028 a new VSRRS system will be implemented at the Contingency Center in Bozhurishte. The new systems will comply with current VoIP communication standards, allow integration with modernized VCS systems, and ensure a higher level of cyber protection in line with cybersecurity regulatory requirements.
