Delivery and commissioning of voice communication systems (VCS) and services related to the integration of the systems into an operational environment
BULATSA successfully completed the key European task COM11 – Implementation of Voice over Internet Protocol (VoIP) in ATM under the national LSSIP plan. The transition to VoIP technologies was implemented both in the air-to-ground segment (between the VCS and VHF radio equipment) and in the ground-to-ground segment (between BULATSA’s VCS systems and those of neighboring ANSPs). This transition minimized the use of obsolete and difficult-to-maintain telecommunication services, while equipment with an expiring lifecycle was decommissioned.
During the period 2026–2028, modernization of the VCS systems is planned at the ATC Centers in Sofia, Varna, and Burgas. In addition, a new VCS system will be introduced for the needs of the Contingency Center in Bozhurishte. The implementation of this modernization is expected to achieve the following objectives:
- ensuring high safety requirements and increasing the capacity of air traffic service units;
- providing a high level of reliability and quality of communication services;
- strengthening protection against cyber threats in line with regulatory cybersecurity requirements.
