CEOs and representatives of 13 ANSPs from Central and Eastern Europe, members of the Gate One Coordination Platform, met in Sofia, Bulgaria to discuss their strategic objectives and working programme in the context of the changing environment of the Single European Sky. During the meeting CEOs agreed on the importance of strengthening the strategic position of Gate One at European level and its cooperation techniques, bringing operational benefits towards the fulfilment of SES and emphasising its pivotal role as a key player in the decision-making processes in European ATM.
Chair of Gate One and CEO of HungaroControl, Kornél Szepessy stated: “This regional ANSP cooperation platform is the foundation of our common success. As we are getting ready for future challenges, collaboration has never been more important when working out emerging concepts in ATM or creating the ANSP business model of the next decade. The Gate One Work Programme for 2020 will enable us to tackle the capacity crisis and strengthen our strategic positions in coordination with CANSO Europe.”
The meeting in Sofia made for a fruitful discussion on Gate One’s action plan for 2020, stressing on the pertinence of voicing common positions on prevailing topics such as emerging concepts in ATM, new business models for Air Traffic Data Service Providers, the future economic regulation on the ANSPs and the future of the Single European Sky.
Bulgarian Air Traffic Services Authority (BULATSA) notifies aircraft operators and users of the Bulgarian airspace regarding the publication of Aeronautical chart 1:500 000, edition 7.0. On the 6th November the management of BULATSA and ROMATSA met in Sofia for the fourteenth meeting of the DANUBE FAB ANSP Board. The meeting was co-chaired by Mr. Georgi Peev, Director General BULATSA, and Mr Bogdan Costaș, Director General ROMATSA.
With a very dense agenda, ranging from technical matters to more high-level political aspects the ANSP Board members were briefed on of the progress of the latest round of DANUBE FAB strategic planning and reporting, status of the FAB procurements, Inter-FAB coordination activities and the progress of the FAB High Priority projects. On this occasion, the members of the Board were informed on the immediate and timely implementation of another landmark of SEE FRA (South-East Free Route Airspace) project which will become operational 7th November 2019. Following this implementation, the Aircraft Operators will be able to plan their flights freely across the airspace of Bulgaria, Hungary and Romania 24/7 without the limitations of the geographical boundaries. This is the completion of the SEE FRA project (South East Europe Free Route Airspace) for implementing 24/7 cross border free route operations across the airspace of the three states.
Participants were further informed on preparations for the 2020 World ATM Congress, the outcomes of the InterFAB events attended by DANUBE FAB including the: Fragmentation workshop, 5th InterFAB communications workshop, 6th InterFAB Point of Contact Meeting and the 4th InterFAB performance workshop.
The DANUBE FAB Governing Council members held their fourteenth meeting in Sofia, Republic of Bulgaria on the 7th November. The meeting was co-chaired by Mr. Armand Petrescu , Director General of the Romanian NSA and Mr. Georgi Peev, Director General BULATSA, and attended by representatives of the Ministries of Transport, Civil and Military Aviation Authorities, National Supervisory Authorities and ANSPs from both countries. Delegates were also welcomed from the Republic of North Macedonia and from the Republic of Moldova.
The members of the Governing Council were briefed on of the progress of the latest round of DANUBE FAB strategic planning and reporting, status of the FAB procurements, Inter-FAB coordination activities and the progress of the FAB High Priority projects.
Believing in the need for discussions about the future of the Single European Sky, the members of the Council discussed on the proposed Study regarding the evolution of the European airspace architecture as well on the recommendations of the Wise Persons Group in their “Report on the Future of the Single European Sky’. As a result, the DANUBE FAB members decided to issue a position paper on the Wise Persons Group Report recommendations and to propose that FABs can effectively contribute to the application of a total system approach to European aviation, supported by well-defined objectives, realistic expectations and pragmatic timelines ensuring commitment and involvement of all players.
Starting from 7th of November 2019 the Aircraft Operators will be able to plan their flights freely across the airspace of Bulgaria, Hungary and Romania 24/7 without the limitations of the geographical boundaries. This is the completion of the SEE FRA project (South East Europe Free Route Airspace) for implementing 24/7 cross border free route operations across the airspace of the 3 states.
The new flight planning rules significantly optimize the flight trajectories not only by using the shortest connections but also allowing the use of the most effective routings when the impacts on the flights are inevitable e.g adverse weather avoidance.
According to the simulations the synergistic effect of all improvements has the potential to save daily average up to 10 000 NM of the total mileage which represents 80 tons of fuel savings, 250 tons less of CO2 emissions and 26 hours of flying time on a busy day.
As a future step Slovakia, as a part of SEEN FRA project (South East Europe Night Free Route Airspace) together with Bulgaria, Hungary and Romania, will assess the opportunities to join the SEE FRA airspace as 24/7 free route operations are already implemented within Slovakian airspace.
The activities related to SEE FRA and national FRA projects are in accordance with Commission Implementing Regulation (EU) No 716/2014 which provides for the individual ANSPs to cooperate for the introduction of Free Route Airspace above FL310 throughout Europe by the end of 2021.
It should be acknowledged that the Network Manager has a central role as an enabler and driver of the airspace changes at European level. Thanks to the active involvement and full support of EUROCONTROL Member States and EUROCONTROL Agency, the Aircraft Operators will be able to fly on optimised profiles, using less fuel, hence reducing aviation´s environmental footprint.
BULATSA participated in a Visitors’ Day for flight tests on GRADE Project, which took place in the Italian Aerospace Research Center CIRA, in Capua, Italy. The president of CIRA Mr. Paolo Anunciato opened the event and welcomed the participants, and the project manager Mr. Antonio Vitale presented the results achieved so far and the next activities. The purpose of the simulations was to demonstrate the applicability of SESAR solutions #51, #55 and #103 for the general aviation light aircraft conducting flights under Visual Flight Rules (VFR). The tests included real-time joint flights of a small P92 Echo Super airplane, used by CIRA as a so-called “Flying Laboratory” for Aeronautical Research (FLARE), and the tests were conducted as planned. The “Flying Laboratory” was equipped with a tablet type mobile device, which demonstrated the possibility for safe conduction of this type of flights, whereby the used program was specifically designed by the NAIS company. GRADE is a pan-European project designed to demonstrate the ability of the general aviation light aircraft, conducting flights under Visual Flight Rules, to use the SESAR concepts to integrate into the airspace and into the airports designated for commercial aviation. The Chief Executive Officers of Air Navigation Service Providers (ANSP), members of the Coordination Platform for Regional Cooperation in Central and Eastern Europe – Gate One, held a meeting in Hungary, hosted by HungaroControl.
At the meeting were discussed the future work of the platform and the need to formulate Gate One strategic ideas and goals in relation to the development of the Single European Sky.
“The future of the Single European Sky requires a proactive attitude and development of concrete proposals” – said Georgi Peev, Director General of BULATSA.
BULATSA participated in a Visitors’ Day for GRADE Project flight tests, which took place in the Headquarters of the German Aerospace Center (DLR), in Brunswick, Germany. The purpose of the simulations was to prove the applicability of SESAR solutions #51, #55, #103 and #113 for General Aviation and Rotorcraft. The tests included joint flights of a small Cessna airplane and an EC135 helicopter on different routes with approaching trajectories below the safe minimum. The aircraft were equipped with specially developed technologies by DLR and the Technical University of Brunswick (TUBS) to enable the safe conduct of such flights. Both types of interfaces were shown as well as records of tests already performed. According to the GRADE project plan, another series of flight tests will be held in October 2019 at the Italian Aerospace Research Center (CIRA) in Capua, Italy. BULATSA Director General Mr. Georgi Peev participated in the high-level event between the Chief Executive Officers (CEO) of all European ANSPs and the management of EUROCONTROL – the Network Manager.
A main focus of the forum were the measures to improve the situation with the delays in the summer of this year. The regulations were introduced in April and envisaged that the trajectories of specific flights would be moved outside Germany’s airspace, where there was a capacity shortage.
This change in the operational environment has caused unexpected effects for many ANSPs in Europe, extension of trajectories and respectively increased levels of greenhouse gases.
Eurocontrol and the European ANSPs committed themselves to work for more transparency and dialogue in order to avoid situations with unclear effects on the work of control centers in the future. The joint efforts for sustainable capacity planning, to ensure effective flight trajectories, will continue.
The Minister of Transport, Information Technology and Communications, Mr. Rossen Jeliazkov, and the Mayor of Burgas, Mr. Dimitar Nikolov, visited today the tower of BULATSA in Burgas, where they were acquainted with the operational process. The air traffic controllers are especially busy during the summer season when the air traffic is greatly increased. Over 200 flights have been serviced by the Air Traffic Control Centre in Burgas for the last 24 hours alone. The tower in the seaside city works in full coordination with the centres in Sofia and Varna, and until now there are no delays due to the Bulgarian air traffic controllers.
Then the two spoke with the management and personnel of the Airport Air Traffic Control Centre, where real-time air traffic management was demonstrated at the height of the summer season.
Mr. Georgi PEEV, BULATSA Director General, took part in a series of high-level events on 3rd and 4th June 2019 in Bucharest, Romania.
On the 3rd of June 2019 CEOs of 13 ANSPs, members of the Gate One Coordination Platform, convened in Bucharest for the eighth time to discuss the most pressing topics of European ATM. They agreed on common positions on the Airspace Architecture Study and the Report of Wise Persons Group. Both documents will play a crucial role in shaping the future Single European Sky legislation package to be proposed by the European Commission.
Afternoon part of the meeting was devoted to panel discussion with prominent guests representing key actors of European ATM – Ms. Regula DETTLING-OTT, Chairperson of the Performance Review Body of the Single European Sky, Mr. Razvan BUCUROIU, Head of Network Strategy and Development Division at the Network Manager, and Ms. Tanja GROBOTEK, Director of European Affairs at CANSO. Discussions focused on the future of European ATM, changes necessary to enable further development of the sector and their impact on the existing regulatory framework. SESAR, Delivering the Future of Aviation Together conference was organized on 4 June by SDM, CANSO and ROMATSA in the framework of the Romanian presidency in the Council of the European Union. BULATSA management representatives debated on how aviation stakeholders can work together to accommodate future growth in air traffic and the capacity crunch alongside with senior representatives of the European Commission, European Parliament, SESAR Deployment Manager, SESAR Joint Undertaking, PANSA, ROMATSA, CANSO, airports, EDA and the Network Manager.
