Оbjective:
tCAT project has been initiated to satisfy the requirements of Regulation (EC) 716/2014 and SESAR Deployment Programme. The goal of the project is the introduction of a tool for assessment and management of air traffic complexity and Air Traffic Controllers’ (ATCO) workload. tCAT simulates in real time the future ATCO workload for each sector and, based on that dynamic forecast, offers optimized airspace configurations, while also taking into account the transitions from one configuration to another. Considering the increased number of possible sector configurations, as well as the continuously increasing complexity of Sofia ATCC sectorisation, the system shall enable a more effective management of airspace capacity and human resources.
Activities:
Stage 1 – Initiation
The Initiation Stage of the project includes all activities related to the definition of the project framework– development of Concept of operations, Project plan, identification of product and project requirements, as well as best practice review. This Stage also includes all the necessary actions for securing European financing through CEF mechanisms.
Stage 2 – Delivery
The Delivery Stage includes all for public procurement activities for the acquisition of the tCAT system. This Stage concludes when contracts with the respective subcontractors are signed.
Stage 3 – Development and introduction
Includes all activities related to the development, installation, calibration, testing and acceptance of the system. Development of Operational procedures and a safety case, as well as training of technical and operational personnel, who will use the system in their daily work, are also carried out within this stage
Stage 4 – Project Closure
This Stage comprises the delivery of the system to Sofia ATCC and the transition to operations, as well as the period for system post-implementation monitoring.
