Main trends in Safety in BULATSA for 2024
The registered occurrences during the 2024, related to the safety in operational activities when providing Air Traffic Services (ATS), are as follows:
- No aviation occurrences have been registered with severity class АА/А accident/serious incident with contribution of ATS units.
- 1 Major incident with severity class B with contribution of ATS units.
- 2 Significant incidents with severity class C with contribution of ATS units.
- 13 incidents have been registered with severity class E, with contribution of ATS units, which had no immediate safety effect.
- 2 incidents have been registered with severity class D, with contribution of ATS units, which are risk undetermined.
- 1607 incidents without contribution of ATS units, which are occurrences with severity class Е – without safety consequences, and severity class D – risk-undetermined.
Number of aviation incidents – trends:
For the period from 1997 to 2024, based on smoothed graph data for five and ten years respectively, there is a steady trend of retention of the level of safety for the last 10 years.

In addition to the above, as a result of the annual SMS maturity survey – „EUROCONTROL CANSO SMS Standard of Excellence Measurement 2024 BULATSA“, level D was reported for all 16 study areas (actually only the main 13 areas give the overall final assessment) except “Fatigue-related Risk Management” – level C, as well as for 2 additional areas (not affecting the final assessment) – sections of others (Transversal Study Areas) – “Human performance” and “Safety performance monitoring”. During the previous CANSO SMS 2023 benchmarking BULATSA’s Process of analysis, reporting and managing of aviation safety and technical events and occurrences, that ensures the effective management of all events that have the potential to impact aviation safety, is recognised as a GOOD PRACTICE.
The achieved overall result of 87% for the 2024 SMS maturity level survey ranks BULATSA among the top group of ANSPs from the European region with an overall score of C and a score of 86-90%.
