The 4D Skyways project with an award for “Best Industrial Research Project 2023”

The 4D Skyways project, in which BULATSA is one of the main participants, was awarded the “Best Industrial Research Project 2023″ at the SESAR ceremony for Digital European Sky Awards, within the framework of the World ATM Congress “Airspace World” in Geneva.

Project PJ18-W2 4D Skyways researches and develops conflict detection and resolution tools using aircraft trajectory data and the associated CPDLC clearances to support the introduction of Trajectory Based Operations (TBO). 4D Skyways boasts a total of 21 validation exercises, including real-time simulations on ANSP and industry testbeds. The project consortium consists of 31 partners – Eurocontrol, airspace users, representatives of the aviation industry, ANSPs, etc.

At 4D Skyways, BULATSA, together with Airbus Defense&Space, researches, develops and tests the capabilities of the conflict detection and resolution system TESLA (Tactical Encounter Solver Assistant).

Project PJ.18 4D Skyways – Improving Trajectory Management for European Air Transport, is developed under SESAR 2020 Wave 2 programme. BULATSA has been actively working on TBO projects even from 2016 from the first wave of the programme. This project is a product of extraordinary dedication of professionals engaged in various disciplines. Thus, 4D Skyways manages to develop solutions for a wide range of functionalities and achieve effective proposals for the modernization of European aviation.

SESAR 2020 is an EU programme that focuses on the development and validation of technological solutions in the field of air traffic management. It is funded by the Horizon 2020 research and innovation programme.

BULATSА participated in the ATM World Congress “Airspace World”

BULATSA participated in the world’s largest ATM forum Airspace World, related to air navigation services, which was held for its first time in Geneva between March, 8 and March, 10. Airspace World marks the beginning of a new platform of annual meetings between managers of Air Navigation Service Providers (ANSPs) from all around the world, leading product developers, regulators, and specialized institutions.

The latest technological and product achievements of leading companies from the international industry in the field of ANS were presented at Airspace World, as well as innovations at different stages of technological maturity. Officials from the European Commission and EASA shared thoughts on the next steps to be taken in the EU legislation and the priorities in air transport.

During the event BULATSA representatives met different ANSPs – NATS (UK), ENAIRE (Spain), Austro Control (Austria), ROMATSA (Romania), etc., to discuss topics of mutual interest. Meetings with the directors of well-established technological partners of BULATSA, such as LEONARDO, INDRA, THALES, etc. were also held.

The world congress Airspace World is an effective form of communication with different partner organizations aiming to shape regional and European policies and projects. Annually held, Airspace World reflects the feedback and vision of operational experts and end users of new technological solutions.

Czech Republic joins SEE FRA

Starting from 23rd of February 2023 the Aircraft Operators are able to plan their flights freely across the airspace of Bulgaria, Hungary, Romania, Slovakia, Republic of Moldova and Czech Republic 24/7 without the limitations of the geographical boundaries. The inclusion of the airspace of the Czech Republic represents the third expansion of the SEE FRA project (South East Europe Free Route Airspace, successfully implemented on the 7th of November 2019), thus making possible cross border free route operations across the airspace of the 6 states. Therefore, SEE FRA becomes one of the largest free route airspace blocks in Europe.

In addition to the SEE FRA expansion, the implementation of cross border operations between SEE FRA and BALTIC FRA opens the airspace from the Black Sea to the Baltic Sea for free route operations.

The new flight planning rules significantly optimize the flight trajectories not only by using the shortest connections but also allowing the use of the most effective routings when the impacts on the flights are inevitable e.g adverse weather avoidance.

According to the simulations, SEE FRA contributes to a significant reduction of emissions and of millions of miles (NM) daily, from the total mileage.


It should be acknowledged that the Network Manager has a central role as an enabler and driver of the airspace improvements at European level. Thanks to the active involvement and full support of EUROCONTROL Member States and EUROCONTROL Agency, the Aircraft Operators will be able to fly on optimised profiles, using less fuel, hence reducing aviation´s environmental footprint.

BULATSA and Leonardo Held a Demonstration Under SESAR 2020 Programme

BULATSA hosted an Open Day to demonstrate to a wide audience the capabilities of the system to prevent conflicts in the airport zones and increase the efficiency of related operations – PJ.02 AART (Airport Airside and Runway Throughput).

The project was launched in 2019 as part of SESAR 2020, Wave 2 programme. In October 2022, the final validation session for the project was held at the Leonardo headquarters in Rome, in which participated air traffic controllers from BULATSA.

Within the project, experts from Leonardo and BULATSA worked to upgrade the solutions in the field of automation, Airport Collaborative Decision-Making (A-CDM) and data transfer (datalink). The aim was to provide solutions to improve the departure and arrival operations at airports with limited capacity, as well as the access to alternate airports in low visibility conditions.

On the open day BULATSA and Leonardo presented the achievements of the project and discussed the results of the conducted validations. Representatives of DG CAA, the air navigation service providers of Italy and the aeronautical industry, including SESAR 3 Joint Undertaking, SWAN Crew and Indra, got acquainted with the proposals to optimize the tactical conflict management in the movement phase on the apron and taxiways and the improved routes for taxiing the aircraft along the runway. In addition, solutions to prevent runway excursions by synchronizing the exchange of air-to-ground information on the runway surface conditions were discussed.

PJ.02 AART project solutions contribute to increased efficiency and situational awareness for both air traffic controllers and airport vehicle drivers, with a positive effect on safety and time management.

Nineteenth meeting of the DANUBE FAB SCF

The 19th meeting of the SCF was held on 25thJanuary 2023 in a face-to-face format, for the first time since the outbreak of the Covid-19 pandemic. The meeting allowed the social partners to receive a summary of the activities completed in 2022, as well as to gain knowledge about the planned activities within the DANUBE FAB for 2023.

The nineteenth meeting of the DANUBE FAB SCF updated participants on the DANUBE FAB strategic documents and on projects that have recently been completed and significantly progressed within the FAB. Most notable was the continued expansion of South East Europe Free Route Airspace (SEE FRA). In February 2022, the airspace of the Republic of Moldova has been integrated in SEE FRA, while in February 2023 SEE FRA will expand even further with the inclusion of FRACZECH (Czech Republic).

Regarding the InterFAB domain, DANUBE FAB continued to play an important role by strengthening the cooperation arrangements with other FABs and aviation stakeholders. As such, a research workshop on “Single European Sky and Resilience in ATM “ was organised by DANUBE FAB and FABEC on 15th-16th September 2022 in Sofia, also with the social partners’ participation. The conference was held in partnership with the German Aviation Research society (G.A.R.S.) and brought together academics and practitioners to provide a forum for mutual exchange and an opportunity to share ideas for resilient ATS.

Other activities explained during this forum included the recent EU developments, with specific updates and discussions regarding the accession of ROMATSA and BULATSA to the SESAR 3 Joint Undertaking, their joint participation in the Digital European Sky Industrial Research Call for proposals, the new SESAR Deployment Manager Partnership and possible ways to find common grounds for a future collaboration.

The next DANUBE FAB Social Consultation Forum shall be held in autumn 2023.

DANUBE FAB is the functional airspace block formed between the Republic of Bulgaria and Romania, including the Bulgarian Air Traffic Services Authority (BULATSA) and the Romanian Air Traffic Services Administration (ROMATSA), as the air navigation service providers. DANUBE FAB is a key element of the Single European Sky (SES) legislative framework, which prescribes a range of measures to ensure sufficient capacity for servicing flights over Europe.

Memorandum of Cooperation between BULATSA and the Air Navigation Service Provider of Armenia – ARMATS CJSC

The Director Generals of BULATSA and ARMATS signed a Memorandum of Cooperation with the purpose of expanding the interactions between the two ANSPs.

On 4 January 2023 Mr. Georgi Peev met with Mr. Artur Gasparyan, Director General of ARMATS CJSC, and his team in order to present the activities of Bulatsa and discuss topics of mutual interest. The team of Bulatsa presented the achievements of the enterprise focusing on the results achieved over the last decade, with factual data on the serviced flights with no ATS related delays, in the context of geopolitical and economic dynamics, increasing traffic and Covid-19 related crises, proximity to zones of military conflicts, etc. BULATSA’s operational and technological innovations such as SEE FRA, XMAN in relation to the traffic from/to Istanbul Airport, SESAR projects, etc. were also noted.

The representatives of ARMATS asked a number of questions and received specific information about the activities of BULATSA regarding: the provision of radar surveillance, processes in the introduction of ATS functionalities, safety aspects, organizational structure of the enterprise, etc. ARMATS representatives expressed their particular interest in two topics: the implemented work processes for flight procedure design, as well as the established practices for maintaining the professional competence of the operational and the air traffic safety electronics personnel in BULATSA and the provision of training for external customers. BULATSA provided detailed information about the service for the design, documentation and validation of flight procedures and the training opportunities at the Training Centre (offered courses, duration, scope, etc.) and the associated advantages.  

The guests from ARMATS visited the operations room and the Training Centre, where they were acquainted with the practical aspects of BULATSA’ operations and the opportunities for ATCO training.

BULATSA Presented the New Flight Information Portal to the Deputy Prime Minister Hristo Aleksiev

BULATSA – Flight Information Portal (B-FLIP) was officially presented today to the Deputy Prime Minister and Minister of Transport and Communications Hristo Aleksiev. The capabilities of the new free flight information portal, which gathers in one place all aeronautical information in real-time, were demonstrated.

“This system has no analogue in the world and I congratulate BULATSA for their efforts. The Portal will bring about a much higher level of air traffic safety and security,” said the Deputy Prime Minister Hristo Aleksiev.

The Director General of BULATSA Georgi Peev explained that the system is accessible and intended to serve the various aviation users, such as airlines, users of small airplanes, airports, as well as citizens. It is completely free of charge and provides the opportunity to assist in the proper planning and safe and efficient performance of flights. “For us, safety comes first when we are servicing the air traffic,” he added.

Currently in the Portal are defined two plans, whereby the Basic one is provided to all users, while the Extended one – to airlines, airport and aviation operators, aviation organizations and aviation personnel, holding the respective licenses.

The new service of BULATSA was developed in close cooperation with the enterprise’s clients – Aircraft Owners and Pilots Association (AOPA), airlines, airports and aviation organizations, by using the so-called responsive design, which allows identical use regardless of the device – phone, tablet or computer.

Nineteenth meeting of the DANUBE FAB ANSP Board

Friday9thDecember 2022, the management teams of BULATSA and ROMATSA met in Bucharest for their nineteenthDANUBE FAB ANSP Board meeting, maintaining the important role in shaping the strategic direction and priorities for the FAB. 

The Board members reviewed the activities highlighted under the meeting agenda, based on presentations regarding the FAB Strategic Programme 2023-2027, Annual Plan 2023 and 2022 Annual Report, budget planning for next year, the DANUBE FAB High Priorities such as South East Europe Free Route Airspace (SEE FRA), the recent Single European Sky developments as well asregarding the joint participation in the newest Digital European Sky Industrial Research Call for proposals.

During this meeting, the FAB representatives were updated on projects that have recently been completed and significantly progressed within the FAB. Most notable was the continued expansion of South East Europe Free Route Airspace (SEE FRA). In February 2022, the airspace of the Republic of Moldova has been integrated in SEE FRA, while in February 2023 SEE FRA will expand even further with the inclusion of FRACZECH.

Having regard to the requirements of the DANUBE FAB State Agreement which foresee that the meetings of the Governing Council shall be organised twice a year, the Council members held their nineteenth meetingin an online format on 16thDecember 2022, a week after the ANSP Board, thus ensuring the bridge between the relevant strategic and planning bodies of the FAB and the Governing Council.

The meeting was attended by representatives of the Ministries of Transport, Civil and Military Aviation Authorities, National Supervisory Authorities and ANSPs from both States.In accordance with DANUBE FAB Observer Policy, representatives from DG MOVE were also welcomedon behalf of the European Commission.

The Council representatives reviewed the activities carried out in 2022, with a specific focus on the on-going high priority projects: Free Route Airspace, InterFAB Cooperation and Enlargement of DANUBE FAB. Members were also informed on other activities, such as budget planning for next year and the development of the FAB strategic documents, Strategic Programme 2023-2027, respectively the Annual Plan 2023.

Regarding the recent EU developments, specific updates and discussions took place such asthe accession of BULATSA and ROMATSA to the SESAR 3 Joint Undertaking, their joint participation in the Digital European Sky Industrial Research Call for proposals, the new SESAR Deployment Manager Partnership and possible ways to find common grounds for a future collaboration.

As DANUBE FAB is following closely the potential impact of the reform of the SES legislative framework on ATM in the region as well as on FABs in general, the members of the Council took note of the complexity of the SES2+ recast dossier andthe recent developments in the trilogue process. The participantsreiterated the importance of the SES reform to enable the response to current challenges such as lack of capacity and reduction of aviation emissions in a dynamic EU regulatory environment. After 10 years of working together in the DANUBE FAB framework the Republic of Bulgaria and Romania have proven their ability to rapidly adapt, adjust, implement and apply new regulations while taking the necessary measures to have performant air navigation infrastructures and services in order to conduct safe air operations.

The next round of DANUBE FAB Governing Bodies meetings are planned forSpring2023.


BULATSA with a New Free Flight Information Portal

BULATSA – Flight Information Portal is the new free flight information portal that has no analogue worldwide. It gathers all the necessary aeronautical information in one place and every user can find what they need quickly, easily and interactively.

The Portal was developed in the context of the plan to increase the safety of general aviation in Bulgaria and provides extremely rich aeronautical information in real time. The aim of BULATSA is to always provide a quality and reliable service to its users, because for the enterprise, safety comes first. The new service was developed in close cooperation with the enterprise’s customers – Aircraft Owners and Pilots Association (AOPA), airlines, airports, aviation organizations, etc.

The new Portal gathers in one place information about:

• Air traffic in real time;

• Detailed information about a specific flight;

The European Aviation Community united around common goals to implement successful policies for gender inclusion and equality

A forum “Inclusion and Equity in Air Traffic Management” was held in Amsterdam on 16-17 November, hosted by LVNL (ANSP of the Netherlands), EASA (European Aviation Safety Agency) and EUROCONTROL.

The event brought together experts from the European aviation community, who exchanged ideas, experiences, and good practices in the field of implementing policies to promote equality at different levels in the organizations.

The Director Generals of LVNL, Skyguide (ANSP of Switzerland) and the managed by EUROCONTROL Maastricht Upper Area Control Centre (MUAC), opened the meeting with motivational personal examples. They presented business arguments to support the actions they have taken to strengthen the inclusion and equality in the organizations they manage.

Participants discussed safety and diversity, introducing a new term – psychological safety. The perspective of international organizations such as the association representing the ATM industry – CANSO, the European Civil Aviation Conference (ECAC) and EASA was also discussed. The professional organizations – the International Federation of Air Traffic Controllers’ Associations (IFATCA) and the European Transport Workers’ Federation (ETF) shared their experience and implemented activities in the field of inclusion.

Industry representatives united and defined goals, specific actions, and means to implement equality and inclusion policies. BULATSA presented the activities, which were accomplished so far and the possible future undertakings at national and international level.
