The project implementation scope depend on the coordinated work of all 19 partners (Eurocontrol as Network Manager and MUAC, AUSTROCONTROL (Austria), Avinor Flysikring AS (Norway), DSNA (France), ENAIRE (Spain), FINAVIA (Finland), IAA (Ireland), LFV (Sweeden), LVNL (The Netherlands), MNAV (Macedonia), NATS (UK), NAVAIR(Denmark), SMATSA (Serbia & Montenegro), NAV Portugal (Portugal), Aéroports de Paris (France), Belgocontrol (Belgium), SLOVENIA CONTROL (Slovenia), BULATSA (Bulgaria), ROMATSA (Romania)).

Objective:
NewPENS project is in accordance with the requirements of Regulation (EC) 716/2014 and SESAR Deployment Programme. Its objective is joint delivery and introduction of new pan-European network for aeronautical communications (NewPENS network), with the participation of ANSPs, airports, airlines, providers of meteorological services and military authorities, which is an IP-based network for implementation of ground-to-ground communications. The new network shall replace the existing PENS and shall facilitate the whole exchange of information within the System Wide Information Management (SWIM), in order to become the one of its kind ATM network in the European and North Atlantic ICAO region. As a result, it is expected that NewPENS shall be available and the current PENS users shall migrate to NewPENS before expiry of the current PENS contract (by the end of 2020).
